Hula Serhii The struggle of the NKVD-NKDB ranks of the UkrSSR with anti-Soviet elements in the Vinnytsia’s regionSection: The history of World War II Abstract: The aim of the research is to investigate the specifics of the struggle of the bodies of the NKVD-NKDB with anti-Soviet elements in the early years of the return of Soviet power to the Vinnytsia region based on the elaboration of the revealed archival documents. Methodology and Methods. The system approach is main to conducting research. According to this approach, all socio-political phenomena and processes are interrelated and interdependent. During the research, the author used both general scientific and special historical methods. The structure of the article is based on the problem-chronological method. Historical and comparative method is used for comparative analysis of certain aspects of the functioning of the Soviet, Nazi and Romanian occupation regimes. The use of the statistical method is due to the calculation of the victims of these occupation regimes in general and the activities of the Soviet government in particular. Conclusions. The activities of the state security organs were restored immediately after the liberation from the Nazis of the settlements of the Vinnytsia region. The employees of the local apparatus of the NKVD and the NKDB arrested those who collaborated with the occupation administration and local self-government. The author tried to apply his own classification of motives and forms of cooperation of the local population with the German and Romanian occupational authorities. It was considered “lesser evil” for a significant number of residents in comparison with the Soviet authorities, which organized forcible grain procurement, dispossession, Holodomor, and mass executions of 1937–1938. The local apparatus of the NKVD considered a significant part of the population of the region politically unreliable, since they had relatives, acquaintances, communicating with their neighbors. The circle of such persons was quickly expanded. The priority direction of operational work was the struggle with Ukrainian nationalists, whose leadership Soviet Ukraine undoubtedly considered the main political threat to the communist regime. Particularly important cases were investigated by a specially created department to combat banditry. The analysis of the methods of the state security agencies showed that various forms of agency work were used to liquidate this direction: the creation of a broadened agent network, special groups of provocateurs, simulating the activities of nationalists, mobile operational groups, which, together with the units of the NKVD forces, opposed the UPA troops. In parallel, it was carried out, operatively following the work of identifying collaborators, deserters, diversions from mobilization to the Red Army. A separate aspect of the investigation is the persecution by the state security authorities of witnesses of the excavations of victims of mass repressions of the Soviet era. The motives for cooperation with the Nazi occupation administration were not important for employees of state security bodies. The very fact of cooperation with the enemy was decisive for criminal prosecution.
