Military Industry and State Security Bodies of USSR–UkrSSR in 1918–1926

Section: To the 80th anniversary of the Great terror

Abstract: The purpose of the article is to explore the interconnections between governing structures of military industry and state security services in the framework of conducting counterintelligence activities.Methods and methodology. The principle of historical objectivity formed the methodological basis of the survey. While working with the found sources, the author used the problem-chronological, comparative and statistical methods. Conclusions. After Bolshevik's seizure of power, they immediately took steps to ensure reliable control of the state over the economy of the country. They nationalized the military industry, in particular.Political self-isolation and antagonistic international relations became the stimuli for the development of the Soviet military industry. Suspicion of the communist leaders of hostile intentions of neighbouring countries was steadily increased. Thus, the military threat considered to be real. This threat demanded building closed military-industrial complex and complete "import substitution". As far as the idea of the world proletarian revolution was on the front burner for the Bolshevik leaders, one of the critical tasks for the military industry was to provide with the guns the future proletary uprisings in other countries. Overall control over the military industry for the first time, was realized by the extraordinary authorities. Later this function was moved to the state security service. This function was entrusted to the Special Department and the Economic Security AdministrationThe chiefs of these bodies considered changing the experts of the empire period for the Communists and Komsomol members one of the critical methods of work improving. The persecution of specialists (so-called spetsoidstvo), who received a "bourgeois" education and worked during the Romanov rule, was not a rare thing during the period under investigation.The control over the protection of state secrets was entrusted, first of all, to the secret-encrypting units, and separate functions for the protection of state secrets were carried out by specialized departments.
